Box 5: Tips for Measuring Quality Quantitatively

All indicators should be specified in quantitative terms. However, this does not mean that qualitative measurement cannot take place. Beneficiary satisfaction with government service is inherently qualitative and measures can be expressed quantitatively. For example, a quantitative indicator could be “Share of residents satisfied or highly satisfied with solid waste management services increased to at least 80% by 2025 (2020 baseline: 56%).” This indicator captures a qualitative dimension but expresses it in quantitative terms.
